What Happened to Dawn to Dusk Regulations?

Dear Mr. van Dongen,
Under 5.2.1 of the BVD Guidelines 2001 concerning Hours of Operation, it is stated:

"Farmers should operate cannons only between 6:00 AM and 8:00 PM local time or dawn to dusk, whichever is of lesser duration".

Last evening, September the 11th, the local cannons operated past 8:05 PM. Frequency is also in question!

Since sunset was at 7:30 PM can you see anything wrong here???

Please define DUSK!
